I believe that the potential ecological damage of a barrage system would far outweigh any ecomonic benefits. The technology is largely unproven at the proposed scale, but in small scale projects worldwide it has proven damaging. The point of this project is ultimately to protect the environment via green energy technology, that doesn't tie in with damage to an internationally recognised wildlife site.
